The Larkspur Rec’ing CREW is a community-powered nonprofit that strengthens partnerships, supports Larkspur Recreation, and builds connection across Larkspur — all through inclusive programming and grassroots fundraising that brings people together.

We champion inclusive spaces, fun events, and vibrant programs that bring neighbors together. Whether we’re backing new projects or helping existing ones thrive, our goal is to keep Larkspur active, welcoming, and full of life — now and for future generations.

By bringing neighbors together and rallying resources, we help create vibrant, accessible experiences for all. We’re dedicated to expanding opportunities, championing new projects, and ensuring our parks and programs continue to reflect the evolving needs and voices of our community.

As Larkspur grows, we’re here to help it grow with heart—by supporting new ideas, building connections, and ensuring everyone feels welcome. We are also looking ahead, helping plan and support future projects that will keep Larkspur active, inclusive, and full of life for generations to come. 

City Approves $3.1 Million for New Community Building

The City of Larkspur has approved $3.1 million to move forward with a new recreation department building at Piper Park — a major investment in the city’s parks, programs, and community spaces. The new all-electric, modular facility will include staff offices, public restrooms, and a classroom designed to support community programs like after-school activities, art classes, and reading clubs, with flexibility for future expansion as needs grow.

Meet the CREW

Board of Directors

Jeanne Friedel, CFEE

Executive Director

Jeanne has over 25 years’ experience working within Marin communities. Jeanne is heavily involved in the Larkspur community; she was appointed by the Mayor of Larkspur to the Ad Hoc committee to develop the Master Plan for a new Larkspur Library in 2014 and a Founding Member of the Commons Foundation helping raise over 5 million dollars for the new library. She serves on several boards and commissions in Marin including the Marin Women’s Political Action Committee where she serves as Co-Chair of Development and is serving her third term as a Larkspur Park and Recreation Commissioner.

She is active within Rotary, having served two terms as President of the Rotary Club of Terra Linda, and leadership roles within the Rotary District level including Membership and District Conference Chair, 2015–2016. She founded the Larkspur Rec’ing CREW to support the programs and events of the Larkspur Parks and Recreation Department helping bring projects like the Holiday Lights at Piper to life.

She proudly hails from Brooklyn, New York, is an avid Disney fan and is always looking to plan her next bucket list vacation.

Richard “Dick” Whitley

Director

Dick is a proud Marin County native, having grown up in Terra Linda. After having served with the USMC and earning his B.A. in Recreation Administration, he briefly worked with the Corte Madera Recreation Department before finding his dream job with the Larkspur Recreation Department. For 25 years as Recreation Supervisor and Recreation Director, Dick provided the Larkspur community recreation opportunities ranging from after school programs to summer movies in Piper Park. He was instrumental in creating relationships throughout Larkspur’s other departments, as well as with community groups and school administrations.

The arrival of the COVID pandemic brought his official public service with Larkspur Recreation to an end but he continued to stay in touch with the recreation department staff as well as the Rec’ing Crew. Dick said this opportunity to work with the Larkspur Rec’ing Crew allows him to continue his pursuit of providing events which further Larkspur’s community enrichment and improvement.

Tamara S. Hull, CPA

Treasurer

Tamara is a CPA because she couldn’t make a living as a racecar driver or rollercoaster tester.

Tamara provides tax and accounting services, focused on all types of tax returns – income tax, payroll, estate, profit sharing, business property tax, sales tax, accounting, tax audits (IRS, FTB, BOE, other states, Department of Labor), with specialties in litigation support, IRC 1031 exchanges, non-profit organizations, and sadly a few embezzlements. In addition, Tamara has served, and continues to serve, on the boards of several non-profit organizations in the local, political, and racing communities.

Tamara is a proud alumnus of the University of California at Berkeley where she obtained a Bachelor of Science degree in Business Administration, with an emphasis in Accounting, from the Haas School of Business.

Tamara’s hobbies include all things related to cars, volunteering, and going to amusement parks to ride rollercoasters.

Kristin Whitley

With a rich background in Human Resources and Operations, Kristin has dedicated more than 33 years to Marriott International, where she has honed her skills in fostering a supportive and dynamic workplace environment. Her journey began with a degree in History from Humboldt State University, where she met future husband Dick Whitley who later worked for the City of Larkspur for 25 years. Kristin’s heart belongs to Marin County, a place she cherishes not just for its natural beauty but for the vibrant community spirit that thrives here. 

In addition to her professional career, she has a strong commitment to the arts and nonprofit sector. Kristin proudly served as President of the Mayflower Choral Society for a decade, where she worked tirelessly to promote choral music and support local talent. Her passion for music and community service later led her to Marin Baroque where she served for six years as both as a singer and board member.

She is a native Bostonian and a huge sports fan, when football season rolls around you’ll have a hard time getting her attention on a Sunday afternoon as she’s engrossed in watching her New England Patriots. And when she’s not working or serving in her community or watching football, she is enjoying going on camping adventures with her husband Dick or just being at home in Novato, cooking and nesting.

Reide Baxter

Reide Baxter is the Vice President of Greenbrae Management Inc. (GMI), a 70-year property management company in Marin County. He oversees asset management across a diverse portfolio of shopping centers, multi-family residential, medical, and industrial properties, and has led a multi-year digital transformation and restructuring effort to position GMI for the future.

Reide brings more than a decade of leadership experience spanning the private sector, defense, and public policy. Before joining GMI, he served as a Portfolio Manager for Lockheed Martin’s Chief Technology Office, directing research and design investments of approximately $20 billion annually. Earlier, he developed national security programs for the Office of the Secretary of Defense and the U.S. Department of State.

Active in civic and regional leadership, Reide serves as a Board Member of the North Bay Leadership Council, a two-term Parks and Recreation Commissioner, and a leader of housing and community initiatives across Marin. He holds graduate degrees in Strategic Studies, Asian Studies, and an MBA from the University of Virginia. Outside of work, he sails competitively in San Francisco Bay and restores classic automobiles.
